Tempe’s City Council was established when the city incorporated in November 1894. The original Council members served by appointment of the Maricopa County Board of Supervisors – they were not elected by Tempe voters. In 1896, Tempe voters elected their City Council for the first time.
Tempe voters did not directly vote for their Mayor until 1966. From 1894 until 1966, the elected Council members determined who would serve as Mayor. In 1966, Rudy Campbell was the first Mayor directly elected by Tempe voters.

Particularly for the early years of Council, there may be errors or omissions in the information provided; we will work to make corrections as new information becomes available.
