The HOPE team (Homeless Outreach Program Effort) provides a wide range of services to those experiencing homelessness in Tempe, including street outreach and engagement throughout the city. Tempe invests heavily in supporting street outreach, shelter and resources that can help people end their homelessness. 

Community outreach 

Outreach specialists have a depth of experience working with homeless populations and some on the team have lived experience, meaning they have been personally impacted by homelessness or the root causes. Services include:

  • Assistance obtaining or recovering IDs and other vital documents needed to access resources and housing
  • Connections to mental health resources, substance abuse treatment and medical care
  • Connections to the city's Tempe Works jobs program
  • Placement in the city's Sue's Espacio bridge shelter or other appropriate shelters 
  • Housing planning and navigation
  • Coordinating heat relief services during the summer months
  • Reuniting clients with family members

In addition, HOPE team members play a vital role assisting individuals involved in Mental Health Court, addressing homeless encampments and conducting Point-in-Time homeless street counts. Along with Community Health and Human Services staff, HOPE team members identify needs and trends and assist in creating solutions.
