The General Plan is designed to be a broad, flexible, living document that is legally amendable. There are many decisions and events that compel it to respond to the changing conditions, needs, and desires of the community. It can be revised through city-initiated amendments, through citizen/property owner requests, or through referenda (citizen petition and vote). Ultimately, the decision to amend the General Plan is in the hands of the City Council.
MAJOR GENERAL PLAN AMENDMENTS
Arizona State Statute defines a major amendment as a proposal that results in a substantial alteration of the municipality's land use mixture or balance, as established in the city's General Plan land use element. Each city is required to establish its own criteria for what constitutes major and non- major (minor) General Plan amendments.
Arizona State Law requires that all requests for Major General Plan Amendments be presented at a single public hearing during the calendar year in which the proposal is made. Tempe has designated that the City Council hearing to consider these applications take place in October. The amendment process involves a review and notification process, and requires two (2) separate Planning Commission hearings before going to the City Council for final approval or denial. A two-thirds majority vote of the City Council is needed to approve a Major General Plan Amendment.

The City of Tempe modified the General Plan 2040 Project Density Map as follows:
- GPA220001: Density Map Amendment of 1635 N. Scottsdale Road from Medium to High Density (up to 25 du/ac) to High Density (up to 65 du/ac) for approximately 3.12 acres.
In addition, the City also modified the City of Tempe zoning map as follows:
- ZON220001: Zoning Map Amendment of 1635 N. Scottsdale Road from R-4 to MU-4 for approximately 3.12 acres.
Broadway Industrial Hub - Tempe Maker District Amendment to modify the General Plan 2040 Projected Land Use and Projected Density Map

The current Broadway industrial hub is more than 600 acres – almost a full square mile – of commercial, industrial and manufacturing uses. The area is bound by Broadway and Southern north and south, and Priest to the west. The eastern boundary is Kyrene (which doesn’t flow north after Southern). This area is in very close proximity to Tempe’s Downtown Urban Core. The area is surrounded by older stock single family homes, multi-family residential and more than 380
higher-end hotel rooms. Many of the area’s assets include proximity to multiple freeways (US60, the I-10 and close access to the 202), Arizona State University’s Tempe campus and sporting and entertainment assets including Tempe
Diablo Stadium and Mill Avenue. The area has seen increased vacancies as a result of the older building stock, but there are still some active and vibrant users. However, the area lends itself to redevelopment, increased densities, and
diverse land use options.
The City of Tempe is modifying the General Plan 2040 Projected Land Use and Projected Density map as follows:
1. General Plan Projected Land Use Map Amendment from Commercial to Mixed-Use Industrial for approximately 70 acres.
2. General Plan Projected Land Use Map Amendment from Industrial to Mixed-Use Industrial for approximately 488 acres.
3. General Plan Projected Residential Density Map Amendment adding Medium Density (up to 15 du/ac) to approximately 491 acres.
4. General Plan Projected Residential Density Map Amendment adding a new density of up to 45 du/ac to approximately 67 acres.
