           Any object, building, tree, bush or vehicle that interferes with, obstructs, tends to obstruct, or renders dangerous the free passage, use or vision in the customary manner of any sidewalk, street or highway in the city

A common example:

A common violation for this code is a property with a tree overhanging a sidewalk and not allowing people to easily walk underneath it. The violation in this scenario is the prevention of free passage along the sidewalk.
