The Office of Animal Welfare works with residents who are experiencing negative cat behaviors on their properties to mitigate those concerns, both through recommended deterrents and by working with local cat caregivers to encourage cats to stay in areas where they are more welcome. 

The Community Cat Management Program is focused on working with residents to effectively manage the city’s feral cat colonies in order to decrease population growth and minimize negative impacts on our neighborhoods. The program teaches and encourages best practices for colony management including an active trap-neuter-return (TNR) strategy. Limited funding is available for assisting residents with TNR surgery costs and cat traps are available for short term loan as needed.

The City of Tempe does not remove or relocate cats from established colonies and does not offer trapping or transport services for TNR.
