Completed in 2015, the Hardy Drive Streetscape project enhances the streetscape on Hardy Drive between University Drive and Broadway Road. The project includes bicycle and pedestrian enhancements, public art, ADA improvements and landscaping. The project is intended to promote neighborhood stability, sustainable business and development efforts while continuing Tempe's commitment to alternative modes of transportation. The project was identified in the Comprehensive Transportation Plan as part of the Tempe 2030 General Plan.

Public art is an important element in most transportation projects, helping to reflect the character of the area. Local Tempe artist Melissa Martinez’s artwork titled “In Bloom” was installed on Hardy Drive just south of 13th Street. The wind-blown Palo Verde motif continues on Hardy Drive with pinwheel flowers adorning bus shelters, and flower shaped imprints in the sidewalk nearby. This public art project is funded separately by the Tempe Municipal Arts Fund.
This project was funded with $1.89 million in federal Congestion Mitigation and Air Quality grant money. The city of Tempe also contributed (through the transit fund) a 5.7% match of the total grant money received.
