Requests for Proposals (RFPs) are value-based procurement strategies where price is only one factor considered in the award of a contract.  An RFP will contain a set criteria with weighting on which all submitting firms will be scored to derive the best value for the city.

The RFP may provide detailed information but can leave leeway for the bidder to include industry knowledge enhancing the original request.

An Invitation to Bid (IFB) is primarily used when detailed specifications, products or models are available.  The focus is on the bidder's price with less emphasis on the bidder introducing its own ideas.

A Request for Quotation (RFQ) is a variation of a Request for Proposal and typically provides specific information to the bidder about the procurement.  RFQs are used when spending levels will not require approval by Tempe City Council.

A Request for Information (RFI) is utilized when information is needed from the supplier community.  RFIs are commonly used on major procurements when a requirement could potentially be met through several alternate means.  An RFI is not a formal solicitation and is not binding on either they buyer or seller. It may or may not lead to a solicitation.
