Housing Services administers programs to help low- and moderate-income households find affordable and workforce housing in Tempe.
Housing Choice Voucher (Section 8)
The Housing Choice Voucher Program provides low- to extremely-low income families a choice in housing that is safe, sanitary, and affordable through rent subsidies in the private market. Participants are able to find their own housing, including single-family, townhomes and apartments. Learn more.
Family Self-Sufficiency
The Family Self-Sufficiency Program (FSS) is a voluntary program for Housing Choice Voucher participants designed to help low-income families become more financially independent by boosting their earnings and building up savings. Learn more.
Specialty Housing Voucher
The City of Tempe offers multiple housing voucher programs that assist a wide range of special populations, including: people with serious mental illnesses and general mental illness, non-elderly disabled families, domestic violence victims, military veterans, families at risk of being separated because of homelessness, and former foster care youth. These programs include case management, supportive services, and resource navigation.
These programs are operated on a referral basis from the partnering agency.

Housing Navigation
The Housing Navigator assists all Housing Services program participants in their search for decent, safe and sanitary housing in Tempe. The Navigator also works to recruit new landlords who will accept housing vouchers.
Navigation services are offered once a participant qualifies for a particular housing program.
First-time Homebuyers
Community Assisted Mortgage Program (CAMP) provides deferred loans to first-time homebuyers who are purchasing a primary home in the city of Tempe. Loans are available for down payment assistance and reasonable closing costs. This is an income based program, focused at households earning 80% or below of the area median income.
Expanded Community Assistance Mortgage Program (E-CAMP), an expansion of CAMP, provides down payment assistance for homebuyers purchasing workforce housing. The program focuses on moderate income households earning between 81% and 120% of the area median income.

Emergency Repairs for Homeowners
Limited funding is available for home repairs - including heating, air conditioning and water heater repairs – to help keep residents housed. The program is offered to qualified residents. Learn more (PDF)
