Any person who goes uninvited to any residence within the city selling or offering to sell any type of service or any type of tangible personal property and who cannot or will not meet the requirements for a door-to-door solicitor. |

Non-refundable application fee $100; Annual permit fee $50, pro-rated to $35 July 1st through October 31; ID card fee $5 |
